I dont think a workgroup is possible outside of Vista Business. For other versions, you can view all computers connected to your network if you go to Network.
You can then make shortucts of the PCs you want in your ';workgroup'; on your desktop then put them in a folder on the desktop, and you can even change the folder icon to make it look better for what you want.
